What State Law Actually Says
No West Virginia statute mentions silencers. We checked every section of W. Va. Code ch. 61, art. 7 (Dangerous Weapons) individually, plus the hunting-method sections in ch. 20, art. 2. Zero occurrences.
A caveat on that negative: the state code site’s own full-text search is broken and returns nothing even for the word “firearm,” so this finding is limited to the sections we read directly.
Local Rules and Preemption
W. Va. Code § 8-12-5a(a) bars a municipality from limiting the right to purchase, possess, transfer, own, carry, transport, sell or store any firearm or ammunition, with carve-outs for municipally owned buildings and recreation facilities. W. Va. Const. art. III, § 22 secures the right for defense and “lawful hunting and recreational use.”

West Virginia has a CLEO shall-certify statute at § 61-7-16, enacted in 2015.
