What State Law Actually Says
Miss. Code Ann. § 97-37-31 makes it unlawful for any person “not duly authorized under federal law” to make, manufacture, sell or possess a device that muffles the report of a firearm. A misdemeanor.
The condition attaches to you, not the item. Mississippi deleted its own state registration requirement in 2016 by Senate Bill 2313, which leaves federal authorization as the only thing the statute measures.

HB 912 (2023) would repeal § 97-37-31 entirely, but section 7 makes the whole act contingent on a U.S. Supreme Court ruling in favor of Texas over its HB 957, or on a published determination by the Mississippi Attorney General.
